subect: update:V: in system mkfiles

Many system mkfiles have targets like this:

update:V:
update $UPDATEFLAGS $UPDATE

These're no program named 'update' however — besides pc/update which
doesn't seem to apply here.

Could somebody please advise what these are meant for? Is it still
relevant?
